Strengthening Anti-Discrimination Policies and Inclusive Institutional Practices at UIN Jakarta

Syarif Hidayatullah State Islamic University Jakarta is committed to promoting dignity, equal opportunities, gender equality, and protection against discrimination within its academic community. The University recognises that a safe and inclusive higher-education environment requires not only equitable educational access but also institutional regulations, reporting mechanisms, and protective measures for students, academic staff, and administrative personnel.

Through formal Rector's regulations, the Centre for Gender and Child Studies (PSGA), sexual-violence prevention mechanisms, and institutional awareness programmes, Syarif Hidayatullah State Islamic University Jakarta has established policies and practices that incorporate principles of non-discrimination and equitable treatment. During 2024–2025, these commitments were reinforced through the implementation of existing regulations, awareness programmes, policy-development discussions, and the publication of institutional guidance.

1. Establishing a Formal Policy on Non-Discrimination and Protection

On 30 June 2022, Syarif Hidayatullah State Islamic University Jakarta established Rector's Decree Number 573 of 2022 concerning Guidelines for the Prevention and Handling of Sexual Violence. The regulation provides a formal institutional framework for preventing and responding to sexual violence within the University.

It applies to the University's academic community and educational personnel, including students, lecturers, and administrative staff. Importantly, the policy incorporates principles of non-discrimination and gender justice in the prevention and handling of sexual violence.

The regulation establishes institutional responsibilities relating to prevention, reporting, protection, case handling, and recovery. Through these provisions, Syarif Hidayatullah State Islamic University Jakarta seeks to ensure that individuals affected by sexual violence are treated fairly and receive appropriate institutional protection. The continued application of this regulation was reaffirmed in official University communications during 2025.

2. Protecting Students and Employees against Discriminatory Treatment

Syarif Hidayatullah State Islamic University Jakarta's institutional protection framework recognises that individuals who report sexual violence should not face unfair treatment that threatens their education or professional activities. The University emphasises protection for victims, reporters, and witnesses, including confidentiality and safeguards relating to the continuity of their education and employment.

Its formal guidelines provide a basis for institutional responses that respect personal dignity and the rights of affected individuals. These measures are particularly important in an academic environment where unequal power relations may create barriers to reporting harmful conduct. By incorporating non-discrimination into its protection procedures, Syarif Hidayatullah State Islamic University Jakarta has established policy safeguards relevant to the treatment of students and employees.

3. Implementing Policy through the Centre for Gender and Child Studies

The Centre for Gender and Child Studies (PSGA) plays an important role in supporting the University's institutional protection framework. PSGA coordinates initiatives relating to gender awareness, prevention of sexual violence, institutional education, and assistance for affected members of the academic community.

The University also operates a prevention and response mechanism through its sexual-violence task force, known as ERTRI, reflecting the principles of a safe and supportive campus environment. These institutional arrangements help translate regulatory commitments into practical services, awareness programmes, and reporting mechanisms. The involvement of PSGA and the relevant task force demonstrates that the University's policies are supported by organisational responsibilities rather than relying exclusively on statements of institutional values.

4. Strengthening Institutional Guidelines during 2025

On 23 April 2025, PSGA Syarif Hidayatullah State Islamic University Jakarta organised a Focus Group Discussion to strengthen institutional guidance on the prevention and handling of sexual violence. The discussion involved University leadership, the Institute for Research and Community Service, members of the sexual-violence prevention task force, students, and other relevant stakeholders.

The programme focused on developing guidance that could be applied across the academic community to strengthen protection, institutional responsiveness, and an inclusive campus environment. The discussions also emphasised the importance of practical procedures, interdisciplinary cooperation, and victim-sensitive approaches.

This initiative demonstrates the University's continued efforts to improve the implementation of its institutional protection framework.

5. Publishing and Disseminating Institutional Guidance

On 16 October 2025, PSGA Syarif Hidayatullah State Islamic University Jakarta launched its updated Guidelines for the Prevention and Handling of Sexual Violence. The launch formed part of a wider institutional effort to strengthen awareness of gender equality, protection against violence, and inclusive academic practices.

During the programme, the University Rector emphasised that both women and men may experience violence and require appropriate institutional protection. The Rector also encouraged equal treatment in access to academic facilities, research opportunities, and institutional assistance, regardless of gender. PSGA described the event as part of its efforts to disseminate institutional guidance among students, lecturers, administrative staff, and University leaders. This programme provides documented evidence that the University actively communicates its protection and equality principles to members of the academic community.

6. Promoting Gender Equality through Student Education

The University's institutional approach is also supported through awareness programmes for new students. On 30 August 2024, the Faculty of Social and Political Sciences organised a student-orientation discussion addressing gender equality and the prevention and handling of sexual violence in higher education.

The event involved approximately 500 new students and featured a representative of Indonesia's National Commission on Violence Against Women. The programme discussed the importance of creating an academic environment where individuals can develop their capabilities without discriminatory treatment based on gender. By incorporating these subjects into student-orientation activities, Syarif Hidayatullah State Islamic University Jakarta promoted awareness of equality and respectful behaviour at the beginning of students' academic experience. Such initiatives complement the University's regulatory framework by encouraging the academic community to understand and apply principles of fairness and inclusion.

7. Applying Non-Discrimination Principles in Admissions

The University also incorporates non-discrimination principles into its participation in nationally regulated student-admission systems. The UM-PTKIN admission framework explicitly requires the implementation of fair, transparent, and non-discriminatory selection procedures. These principles provide an additional example of institutional activities in which non-discrimination is recognised as a formal requirement.

Together with the University's policies relating to sexual-violence prevention and gender equality, these admission arrangements demonstrate that equality considerations are present in more than one area of institutional operations. However, the available documentation represents several specific policy areas rather than a single verified comprehensive anti-discrimination regulation addressing every University activity.

8. Strengthening Comprehensive Institutional Protection

Syarif Hidayatullah State Islamic University Jakarta's documented regulatory and institutional measures provide a foundation for wider anti-discrimination governance. Rector's Decree Number 573 of 2022 establishes protective measures that incorporate non-discrimination and gender justice in the context of sexual violence. PSGA and the University's prevention and response mechanisms support policy implementation.

The University's 2024–2025 activities demonstrate continued educational outreach, institutional coordination, policy reinforcement, and the dissemination of updated guidance. The available evidence strongly supports the existence of formal anti-discrimination principles in specific University operations. Further confirmation of a comprehensive institutional policy covering all prohibited forms of discrimination across admissions, employment, academic services, research, and administrative operations would strengthen the University's overall anti-discrimination framework.

9. Contribution to SDG 10: Reduced Inequalities

Syarif Hidayatullah State Islamic University Jakarta has established formal policies and institutional mechanisms supporting non-discrimination, gender justice, and protection within its academic community. These include Rector's Decree Number 573 of 2022, the institutional role of PSGA, the ERTRI prevention and response mechanism, and the development and dissemination of updated prevention and protection guidance during 2025. The University's educational programmes and admission procedures further reinforce principles of equal treatment, fairness, and inclusion.

Together, these measures demonstrate Syarif Hidayatullah State Islamic University Jakarta's documented commitment to preventing discriminatory treatment in key areas of institutional activity and protecting the rights and dignity of members of its academic community. These initiatives contribute to Sustainable Development Goal 10: Reduced Inequalities and provide a foundation for further strengthening comprehensive, institution-wide anti-discrimination governance.
