UIN Jakarta holds webinar on Digitized Technology Implementation
Rectorate, UIN News Online – The Ministry of State Apparatus Empowerment and Bureaucratic Reform (Kemen PAN and RB) has issued a policy on adjusting the work system for state civil servants (ASN) during the New Normal. The same thing was also done when the Covid-19 Emergency Community Activity Restrictions (PPKM) were implemented in the Java-Bali region.
Policies during the New Normal Order included arranging a flexible working system from home (work from home/WFH) and from the office (work from office/WFO). Meanwhile, during the Emergency PPKM period, the work system was set at 100 percent from home for activities outside the critical and essential sectors.
“However, critical sectors such as health, disaster management, and energy must work 100 percent from the office. While in essential sectors such as finance and banking, information and communication technology, and capital markets, 50 percent of working in the office and 50 percent of working at home must be implemented,” said the Deputy for Public Services at the Ministry of PAN and RB Diah Natalisa at the Webinar held by UIN Jakarta entitled “Standar Pelayanan Publik Prima di Perguruan Tinggi pada Mada Pandemi”, Friday (07/09/2021).
Also present in the event, the Rector of UIN Jakarta Amany Lubis, Vice Rectors, Deans, Deputy Deans, Bureau Chiefs heads of centers/institutions, and all educational staff.
As a consequence of the policy, according to Diah, the use of information technology and digitalization has become strategic. Almost all administrative services in government use an electronic-based application system.
“Nowadays, the use of digital communication applications is widely used to support various activities,” she said.
Another consequence of the application of information technology is the availability of a "shared workspace" in the form of a more flexible network system. Plus supporting facilities such as computers, workspace layout, and meeting rooms.
According to Diah, a flexible work system and the use of digitalization and such communication technology must be implemented so as not to interfere with public service activities.
Diah further explained, based on Law Number 25 of 2009 concerning Public Services, service standards is a benchmarks used as guidelines for service delivery. In addition, it is also a reference for assessing service quality as an obligation and promise of the organizers to the community in the context of quality, fast, easy, affordable, and measurable services.
The purpose of public services, according to Diah, is to provide certainty, improve the quality and performance of services in accordance with the needs of the community and in line with the capabilities of the organizers, so as to gain public trust.
In these public service standards, there are several principles that must be applied, including simplicity (easy to understand and easy to implement), fairness (applies to all communities), transparency (easily accessed by the community), participatory (involving the community and other stakeholders), accountable, and sustainability (continuous improvement and innovation).
Diah added that in the application of service standards there are two main components, namely service delivery and manufacturing. The first component is a service standard related to the service delivery process. While the second component is related to the process of internal organization service management.
Service delivery includes requirements, systems and procedures, service time, costs, service products, and service handling. The service delivery component must be considered because it is directly related to service users.
The manufacturing component, Diah said, includes the legal basis used, facilities and infrastructure, competency level of the implementers, internal control, number of implementers, service guarantees, service security and safety guarantees, and service performance evaluation.
“Unlike the service delivery component, the manufacturing component is not required to be published to the public but must be owned by every service provider,” said Diah. (usa/ns)
