UIN Jakarta Ensures Protection of Employee Rights Following Education Unit Integration Based on the KMA 1543/2025
Bintaro, UIN Online News – Syarif Hidayatullah State Islamic University Jakarta is fully committed to protecting the rights of employees in educational units that were previously run by foundations, including not charging them rent as required by the Minister of Religious Affairs of the Republic of Indonesia Decree (KMA) No. 1543 of 2025 on Integration Guidelines.
“The fulfillment of employee rights, both for teaching and administrative staff, will remain a top priority for UIN Jakarta,” said Rector Prof. Asep Saepudin Jahar during a media briefing at the UIN Jakarta Rectorate Building in Ciputat, South Tangerang, on Tuesday (28/10/2025).
Prof. Jahar assured the university’s readiness to fully implement the provisions of the ministerial decree, ensuring that no rental fees will be imposed on the educational institutions following integration.
“We will adhere entirely to the mandate of the Ministry of Religious Affairs, particularly concerning the welfare of educators and education staff who have long contributed their service,” he asserted.
Echoing this statement, Vice Rector for General Administration Prof. Dr. Imam Subchi, M.A., reiterated UIN Jakarta’s commitment to the well-being of the personnel involved.
“UIN Jakarta is prepared to extend its utmost support to enhance the welfare of teachers and education staff who have dedicated themselves to the development of their respective institutions,” he said.
Earlier, the Ministry of Religious Affairs decided to integrate several educational units previously managed by three separate foundations. This policy is officially stated in Ministerial Decree (KMA) No. 1543 of 2025, which provides guidelines for combining educational units run by foundations into the Public Service Agency (BLU) system of Syarif Hidayatullah State Islamic University Jakarta
The decree stipulates the integration of education units under the Triguna Utama Syarif Hidayatullah Foundation, the Syarif Hidayatullah Foundation, and the Ketilang Insan Mandiri Foundation.
The KMA directs the Rector of UIN Jakarta to integrate:

The Senior High School (SMA) and Vocational High School (SMK) managed by the Triguna Utama Foundation;

The Madrasah Ibtidaiyah (Islamic Elementary School), Madrasah Tsanawiyah (Islamic Junior High School), and Madrasah Aliyah (Islamic Senior High School) under the Syarif Hidayatullah Foundation, and
-
The Kindergarten (TK) operated by the Ketilang Insan Mandiri Foundation, into the Public Service Agency (BLU) management structure of UIN Jakarta.
The decree further outlines that integration includes the unification of institutional, financial, asset, and human resource management. Article 7 of the decree guarantees that “in the implementation of human resource integration, financial rights and welfare benefits for employees shall not be lower than the previous entitlements.”
During the decree handover at the Ministry’s headquarters, Minister of Religious Affairs Nasarudin Umar added that the integration policy was the result of a collective and in-depth deliberation process.
“I want every educational institution and foundation to adhere to and implement the provisions of this decree properly since it represents a collective consensus achieved through thorough and thoughtful review,” he ordered.
With this integration, Nasaruddin Umar expressed optimism that the operation of all educational units will continue smoothly and that the overall quality of education will further improve, producing a new generation of outstanding graduates.
“Gentlemen, we have the same goal: it is to nurture educational services that nurture excellence and foster a generation of productive and capable young Indonesians,” he concluded.
