To Study about Governance of Non-Civil Servants, OKP Visited Ministry of Manpower

Jakarta, UIN NEWS Online - In order to collect and collect information on the regulation and management of Non-Civil Servant Personnel referring to Law Number 13 Year 2003 on Manpower, the Employment Organization and Regulation (OKP), Public Administration and Employment Bureau (Bureau of Public Administration and Personnel) AUK) UIN Jakarta conducts Comparative Study to the Office of the Ministry of Manpower, Jl. General Gatot Subroto Kav. 51, DKI Jakarta, on Monday (04/23/2018).

This was conveyed by Head of Sub Division, Yunas Konefi SH, MSi when found by NEW UIN Online team in his office, Integrated Administration Center Building, 2nd Floor, UIN Jakarta.

According to Yunas, this comparative study is a serious effort by the OKP to ensure that policies related to Non-Civil Servants in accordance with the prevailing laws and regulations do not violate the applicable laws.

The visiting teams include the Head of Personnel of UIN Jakarta Ir Yarsi Berlianti, Yunas Konefi SH MPd, Joko Sukarno SH, Rinto Nasution SHI MM, Karsono, Saipulloh, Puji Pandu Dinillah SH and Tri Suwarno HN SPd.

The delegation was received directly by Budiman SH as Head of Legal Bureau of Secretary General of Ministry of Manpower accompanied by Umar Kasim SH as Head of Legal Review and Core Conventions, and Reni as Head of Legislation Section.

In his presentation, the Ministry of Manpower explained that legally the recruitment of Non-Civil Servants is non- formal legal. However, according to the Civil Code that the existence of work bonds, either due to the law or because of the promised.

As long as there is a fulfilled agreement, it becomes legitimate among the parties. In addition, also submitted that management and accountability management of Non-Civil Servants become the obligation of Committing Officers Commitment (KDP). For details of governance and management of the PPPK, it is necessary to wait for the issuance of PP PPPK and president regulation regulating the types of PPPK positions, as described in Article 94 of Law No. 5 of 2014 on ASN.
