Strengthening Reasonable Accommodation Policies and Disability-Inclusive Institutional Strategies at UIN Jakarta

Strengthening Reasonable Accommodation Policies and Disability-Inclusive Institutional Strategies at UIN Jakarta

Syarif Hidayatullah State Islamic University Jakarta is committed to advancing equal opportunities for persons with disabilities through institutional support services, accessible learning arrangements, inclusive infrastructure, and the development of disability-responsive policies and practices. The University recognises that reasonable accommodation is essential to ensuring that students with disabilities can access education and participate meaningfully in academic activities.

Reasonable accommodation involves appropriate adjustments to learning environments, educational services, facilities, and institutional procedures to address disability-related barriers. Through the Center for Students with Special Needs (CSSN), faculty-level service arrangements, and institutional activities addressing accessibility, Syarif Hidayatullah State Islamic University Jakarta has developed mechanisms to support the educational participation of persons with disabilities.

During 2024–2025, the University continued strengthening these arrangements in accordance with Indonesia's regulatory framework for reasonable accommodation and inclusive education.

1. National Regulatory Framework for Reasonable Accommodation

Syarif Hidayatullah State Islamic University Jakarta's disability-inclusion initiatives operate within Indonesia's national framework for protecting the rights of persons with disabilities. Government Regulation Number 13 of 2020 concerning Reasonable Accommodation for Students with Disabilities establishes requirements for accessible and inclusive educational provision.

The regulation recognises that educational institutions must respond to the different needs of students with physical, intellectual, mental, and sensory disabilities. It also establishes the importance of Disability Service Units in supporting the provision of reasonable accommodation. Furthermore, Article 42 identifies legally recognised funding sources for reasonable accommodation, including national and regional government budgets and other lawful sources. Ministerial Regulation Number 48 of 2023 provides additional provisions concerning reasonable accommodation in education, including higher education, infrastructure, educational personnel, disability service units, and financial support.

These national regulations provide an important legal and policy framework relevant to Syarif Hidayatullah State Islamic University Jakarta's disability-inclusion initiatives. However, the existence of national funding provisions should be distinguished from documentary evidence of the University's own annual budget allocations.

2. Establishing an Institutional Mechanism through CSSN

Syarif Hidayatullah State Islamic University Jakarta established the Center for Students with Special Needs (CSSN) in December 2017 as an institutional mechanism supporting access to higher education for persons with disabilities. The establishment of CSSN reflected the University's recognition that students and prospective students with disabilities may require assistance beyond general educational services.

Since its establishment, CSSN has represented an organisational commitment to disability inclusion and advocacy within the University environment. During the International Day of Persons with Disabilities activities in December 2024, the University Rector publicly expressed support for strengthening the Centre's institutional capacity. This commitment emphasised the importance of expanding disability-related support so that services could reach the wider academic community. The University's continued recognition of CSSN provides a foundation for developing and coordinating reasonable-accommodation practices.

3. Facilitating Academic Accommodation and Accessible Learning

The University's 2025 Performance Report identifies assistance services and the facilitation of accessible learning as important functions associated with CSSN. These responsibilities demonstrate that disability inclusion is addressed through academic support as well as physical infrastructure.

Students with disabilities may require adjustments to teaching arrangements, access to educational materials, academic communication, or participation in learning activities. The University's recognition of accessible learning as an institutional responsibility supports the development of educational environments that respond more effectively to individual needs. CSSN contributes to these efforts by supporting disability-related educational assistance and promoting greater accessibility awareness within the academic community.

The available documentation confirms the University's institutional commitment to these functions, although detailed procedures for every type of individual accommodation require further verification.

4. Incorporating Disability Support into Faculty-Level Procedures

Syarif Hidayatullah State Islamic University Jakarta's Faculty of Sharia and Law has included a Standard Operating Procedure for Services for Persons with Disabilities among its published institutional documents for 2025. This is an important indication that disability-related services are being addressed through formal administrative procedures at faculty level.

Documented service procedures can strengthen consistency, accountability, and clarity in responding to students with disabilities. They may also support coordination between academic administrators and relevant disability-service personnel.

The University's continued development of faculty-level guidance represents an opportunity to further standardise reasonable-accommodation arrangements across academic units. The existence of the listed SOP is documented publicly; its detailed provisions, including any funding arrangements, should be confirmed from the complete document.

5. Supporting Physical Accessibility and Inclusive Infrastructure

Reasonable accommodation also requires attention to the physical university environment. Syarif Hidayatullah State Islamic University Jakarta's institutional performance reporting identifies disability-friendly infrastructure as part of its efforts to create an inclusive campus.

The University's disability-inclusion initiatives address building accessibility, sanitary facilities, and access to learning environments. These measures complement the academic assistance and accessibility functions of CSSN.

The development of accessible infrastructure reflects the University's recognition that educational opportunities depend on the ability of students and other members of the academic community to use campus facilities safely and effectively. Continued infrastructure assessments and improvements are important for identifying barriers and prioritising appropriate accommodations.

6. Strengthening Institutional Capacity through Training and Awareness

On 25 June 2025, Syarif Hidayatullah State Islamic University Jakarta's Faculty of Education and Teacher Training collaborated with the Human Resources Competency Development Centre for Education and Religious Affairs to organise a discussion on reasonable accommodation for persons with disabilities in higher education. The discussion provided an opportunity to improve awareness of disability-related needs and the responsibilities of higher-education institutions.

Such programmes support institutional capacity by encouraging academic personnel and administrators to understand the importance of reasonable accommodation. Training and awareness activities are valuable complements to formal policies because effective implementation depends on the knowledge and responsiveness of those responsible for educational services.

This activity demonstrates continuing attention to disability accommodation within the University's academic environment.

7. External Recognition of Inclusive Institutional Practices

In August 2025, representatives of Indonesia's National Commission on Disabilities visited Syarif Hidayatullah State Islamic University Jakarta to review its disability-inclusion initiatives. The Commission acknowledged the University's efforts to support persons with disabilities, including access to higher education, employment opportunities, and the institutional role of CSSN.

The visit highlighted Syarif Hidayatullah State Islamic University Jakarta's development of structured support mechanisms and disability-inclusive practices. This recognition provides independent supporting evidence that the University's disability-inclusion efforts have produced visible institutional practices.

It does not, however, independently verify the adequacy of financial resources allocated to reasonable accommodation.

8. Funding Framework and Institutional Financial Accountability

Sustainable reasonable accommodation requires appropriate financial planning and the availability of resources for accessible facilities, learning support, assistive services, and institutional operations. Indonesia's Government Regulation Number 13 of 2020 recognises several lawful funding sources for the provision of reasonable accommodation.

Ministerial Regulation Number 48 of 2023 further identifies financial support as part of the wider framework for facilitating reasonable accommodation in educational institutions. These provisions establish a regulatory foundation for the financial responsibilities associated with inclusive education. At Syarif Hidayatullah State Islamic University Jakarta, the availability of CSSN, disability-related services, accessible infrastructure, and institutional programmes demonstrates that accommodation-related activities have been implemented. Nevertheless, publicly available documentation reviewed for this indicator does not establish a verified annual budget allocation specifically designated for reasonable accommodation during 2024–2025.

Confirmation of institutionally approved budgets, expenditure records, and financing arrangements would further strengthen evidence of financial adequacy and sustainability.

9. Strengthening the Implementation of Reasonable Accommodation

Syarif Hidayatullah State Islamic University Jakarta's documented initiatives provide a foundation for strengthening a comprehensive institutional strategy for reasonable accommodation. The continued development of CSSN, faculty-level service procedures, accessible learning arrangements, and disability-responsive infrastructure offers opportunities to improve coordination and accountability.

Further institutional documentation could clarify accommodation-request procedures, responsible units, individual support mechanisms, and approved funding arrangements. Such measures would help ensure that accessibility support is delivered consistently and that reasonable-accommodation commitments are supported by appropriate resources. The development of integrated policies and financial reporting would also improve the University's ability to monitor the effectiveness and sustainability of its disability-accommodation measures.

10. Contribution to SDG 10: Reduced Inequalities

Syarif Hidayatullah State Islamic University Jakarta demonstrates continuing efforts to promote reasonable accommodation and inclusive higher education for persons with disabilities. The University maintains the Center for Students with Special Needs (CSSN), supports accessible learning, develops disability-friendly infrastructure, and undertakes institutional capacity-building activities.

These initiatives operate within Indonesia's national regulatory framework for reasonable accommodation, including Government Regulation Number 13 of 2020 and Ministerial Regulation Number 48 of 2023. The University's continued institutional efforts during 2024–2025 demonstrate progress in developing accommodation-related support and improving educational accessibility.

Together, these policies, institutional structures, and documented activities establish a foundation for a disability-responsive accommodation strategy that contributes to more equitable participation in higher education. Further verification of University-level funding allocations and comprehensive accommodation procedures would strengthen evidence of full compliance with SDG 10 Indicator 10.6.10, particularly its requirement concerning adequate funding.
