Strengthening Disability Support Services and Inclusive Learning at UIN Jakarta

Strengthening Disability Support Services and Inclusive Learning at UIN Jakarta

Syarif Hidayatullah State Islamic University Jakarta is committed to ensuring that persons with disabilities have opportunities to participate in higher education through institutional support services, accessible learning arrangements, and disability-awareness programmes. The University recognises that creating an inclusive academic environment requires more than physical accessibility. Students with disabilities may also need academic assistance, appropriate learning arrangements, institutional guidance, and support in addressing barriers to participation.

UIN Jakarta addresses these needs through its Center for Students with Special Needs (CSSN), also referred to as the University's Disability Service Centre. During 2024–2025, the University documented disability-related support, institutional efforts to strengthen accessibility, and programmes promoting disability rights and inclusive education. These initiatives contribute to Sustainable Development Goal 10: Reduced Inequalities, particularly Indicator 10.6.8 concerning the provision of support services for persons with disabilities.

1. Providing Dedicated Disability Support through CSSN

UIN Jakarta has established the Center for Students with Special Needs (CSSN) as an institutional mechanism supporting persons with disabilities within the academic community. The Centre contributes to the development of a more inclusive learning environment by addressing barriers experienced by students with disabilities and promoting greater institutional awareness of accessibility requirements.

According to the University's 2025 Performance Report, the role of CSSN includes providing assistance services, facilitating accessibility in learning, and improving disability literacy among members of the University community. These responsibilities demonstrate that disability support is recognised as a component of the University's institutional services. CSSN provides an organisational foundation for responding to disability-related educational needs and improving coordination between students, academic units, and relevant University stakeholders.

2. Supporting Accessible Teaching and Learning

Academic accessibility is essential for ensuring that students with disabilities can participate meaningfully in university education. UIN Jakarta's institutional performance documentation identifies the facilitation of accessible learning as one of CSSN's principal roles.

This reflects the University's understanding that educational accessibility involves both the physical learning environment and the processes through which students engage with academic activities. Disability-related assistance can help institutions identify barriers to learning participation and communicate accessibility requirements to relevant academic personnel.

Through CSSN, UIN Jakarta has an institutional mechanism dedicated to supporting the development of more accessible learning conditions. The University's published documentation confirms this area of responsibility, although detailed public records of individual academic accommodations and service outcomes remain limited.

3. Providing Assistance and Institutional Support

The University's disability-support framework also incorporates assistance for students with special needs. The 2025 Performance Report explicitly identifies assistance services as part of CSSN's contribution to inclusive higher education.

The existence of such services is important because disability-related challenges may affect students' ability to participate independently in academic activities. CSSN's institutional responsibilities provide a mechanism for supporting students and strengthening the University's responsiveness to accessibility needs.

Earlier research conducted within UIN Jakarta documented CSSN's activities in disability awareness, student assistance, and advocacy. These historical activities demonstrate that the development of disability-support services has been an ongoing concern within the University. During 2025, the University's official performance reporting reaffirmed the importance of strengthening CSSN and its support functions.

4. Promoting Disability Literacy and Awareness

Seminar Hari Disabilitas Internasional 2024: Menuju Kampus Inklusif dan Literasi Disabilitas di UIN Jakarta

Beyond individual assistance, UIN Jakarta has organised activities designed to improve awareness of disability rights and inclusive education. On 2 December 2024, CSSN collaborated with the Social Welfare Study Programme and the Indonesian Language and Literature Education Study Programme to organise an International Day of Persons with Disabilities seminar.

The event addressed disability rights, inclusive education, disability literacy, and the importance of equitable participation in university life and society. Speakers discussed the challenges associated with social stigma, communication barriers, and limited understanding of disability-related experiences.

The programme also highlighted a rights-based approach to disability inclusion and the importance of universal design. Through this event, the University encouraged students, lecturers, and other participants to develop a more inclusive understanding of disability. These educational activities contribute to a campus environment in which disability-related barriers can be recognised and addressed more effectively.

5. Strengthening Institutional Commitment to Disability Services

The University's commitment to disability inclusion was reinforced during the International Day of Persons with Disabilities activities in December 2024. The Rector of UIN Jakarta attended the programme and emphasised the importance of strengthening CSSN's institutional role.

The Rector expressed support for developing the Centre so that disability-related services could reach a wider range of members of the academic community. This commitment is significant because the effectiveness of disability-support services depends on institutional coordination and the continued involvement of University leadership. The Rector's public support demonstrates that disability inclusion is recognised as an issue requiring organisational attention and long-term development.

6. Organising Disability Empowerment and Advocacy Activities

On 2 December 2024, UIN Jakarta also organised a workshop marking the International Day of Persons with Disabilities. The workshop focused on empowering persons with disabilities and strengthening their participation in sustainable development.

Its programme addressed disability rights, advocacy, social participation, and the role of inclusive educational institutions. Participants included University representatives and speakers with experience in disability advocacy.

The activity encouraged a broader understanding of how universities can support persons with disabilities as active participants in education and society. Such programmes complement direct support services by promoting institutional awareness and strengthening a culture of inclusion.

7. Monitoring the Participation of Students with Special Needs

UIN Jakarta also documents the participation of students with special needs through its institutional performance reporting. According to the University's 2025 Performance Report, 69 new students with special needs were admitted in 2024.

The number increased to 91 in 2025, an increase of approximately 31.9 percent. The University identifies this increase as part of its institutional performance indicators. These figures demonstrate that disability-inclusive participation is monitored within the University's broader performance-management system. The increasing number of admitted students with special needs also reinforces the importance of maintaining and developing appropriate academic assistance, learning accessibility, and institutional support.

Although admission figures are not a direct measure of disability-support service utilisation, they provide context for the University's continuing responsibility to address the needs of students with disabilities.

8. Integrating Support Services with Accessible Campus Infrastructure

The University's disability-support approach combines service provision with efforts to improve physical accessibility. The 2025 Performance Report identifies disability-friendly building entrances, accessible toilets, and parking arrangements as components of the University's inclusive infrastructure.

These physical measures complement the assistance and accessible-learning functions associated with CSSN. Together, service support and physical accessibility help address different barriers that may prevent persons with disabilities from participating in university activities.

This combination reflects the University's recognition that inclusive higher education requires coordinated improvements across academic services, institutional support, and campus facilities.

9. Developing Sustainable and Inclusive Disability Services

UIN Jakarta's existing disability-support arrangements provide a foundation for further institutional development. The continued strengthening of CSSN can support improvements in academic assistance, accessibility coordination, disability-awareness education, and institutional reporting.

Greater documentation of service procedures, support activities, and anonymised service outcomes would also strengthen transparency and assist the University in evaluating the effectiveness of its disability-support framework. The involvement of academic departments, administrative units, and University leadership remains important for ensuring that disability-related needs are addressed across the institution. Through continued coordination and evaluation, UIN Jakarta can further strengthen its capacity to provide inclusive educational services.

10. Contribution to SDG 10: Reduced Inequalities

Syarif Hidayatullah State Islamic University Jakarta demonstrates a commitment to reducing inequalities through the provision and continued development of disability-support services. The University's Center for Students with Special Needs (CSSN) performs an important institutional role in providing assistance, facilitating learning accessibility, and promoting disability literacy.

These services are supported by disability-awareness programmes, institutional engagement, and efforts to improve accessible campus infrastructure. The University's December 2024 activities included an International Day of Persons with Disabilities seminar and a disability-empowerment workshop.

Furthermore, the University's 2025 Performance Report explicitly recognises the role of CSSN in supporting disability-inclusive higher education. Together, these documented services and programmes demonstrate that UIN Jakarta provides institutional support for persons with disabilities and actively promotes a more accessible and inclusive academic environment. Through these initiatives, UIN Jakarta contributes to Sustainable Development Goal 10, particularly Indicator 10.6.8, by addressing barriers to educational participation and strengthening support for students with disabilities.
