Ministry of Religious Affairs Concludes Hajj Organizing Mandate with High Satisfaction Index from Indonesian Pilgrims

 

Ministry of Religious Affairs of Indonesia — The Ministry of Religious Affairs of Indonesia closed its mandate as the organizer of the Hajj with a proud achievement. The 2025 Indonesian Hajj Pilgrims Satisfaction Index (IKJHI), released by the Central Statistics Agency (BPS), recorded a score of 88.46, placing it in the Highly Satisfactory category.

“Today we received the report that the 2025 Pilgrims Satisfaction Index reached 88.46. This is an improvement from last year’s 88.20. We should all be proud of this achievement,” said Nasaruddin Umar in Jakarta, Wednesday (September 10, 2025).

The minister stressed that the achievement reflected collective effort: “This index is not just a number. Behind every point, there is a smile, an emotion, and recognition of the hard work of all of us.”

He further highlighted the ministry’s vision: “Our vision to make the pilgrims feel happy from the moment of departure, during the journey, and upon returning home.”

A Historic Closure

This year’s IKJHI release marks a historic milestone as it is the final survey conducted by the Ministry of Religious Affairs in its role as Hajj organizer. After 14 surveys since 2010, the responsibility will now shift to the Ministry of Hajj and Umrah.

“The Ministry of Religious Affairs has completed its role as Hajj organizer with a very high satisfactory index. The 88.46 score is a strong foundation and the best legacy we leave for building even better Hajj services,” Minister Nasaruddin stated.

The 2025 survey involved 14,400 respondents, comprising 6,400 first-batch pilgrims and 8,000 second-batch pilgrims. Data was gathered through self-administered questionnaires, in-depth interviews, and field observations.

Pilgrims’ satisfaction was assessed across several services, including transportation, Hajj officers, rituals, catering, general services, hotel, and tent.

“This is particularly meaningful since Hajj is essentially a journey of worship. The improved services in this area reflect our officers’ dedication,” he remarked.

Challenges to be adressed

Nasaruddin Umar acknowledged that the 2025 Hajj marked the first implementation of the multi-partner system, which posed challenges in hotel accommodation as well as catering and transport services in Armuzna (Arafat, Muzdalifah, and Mina).

“This poses new challenges related to hotel placements, transport, and catering. Rest assured, they will be managed soon,” he added, crediting the swift response and dedication of Hajj officers.

Thanks and appreciation

The Minister of Religious Affairs also expressed his appreciation to various parties who played a role in the successful implementation of the 2025 Hajj. The first thanks went to the Indonesian President and Vice President for their guidance, direction, and trust.

He also appreciated the support of the leaders of related ministries/institutions and all parties who work together to ensure the smooth operation of the Hajj. The minister also expressed his appreciation to the government of Saudi Arabia and the Saudi Arabian Embassy in Jakarta for their cooperation.

Gratitude was also expressed to the Central Statistics Agency (BPS), which for the past 14 years has consistently conducted surveys on pilgrim satisfaction using credible instruments and qualified human resources.

"The BPS survey results have always been an important reference in improving Hajj services, and we should appreciate this," he explained.

The minister also paid tribute to all Hajj officers, both in Indonesia and abroad, who have sacrificed their time, energy, and even lives to serve the pilgrims.

"The dedication of fellow officers is the key to the success of the Hajj," he added.

The minister also expressed his gratitude to all Indonesian hajj pilgrims for their trust and support during the ministry's 75 years of organizing the hajj.

"Thank you for your trust and patience. May all of you fulfill your Hajj completely and successfully. Finally, with all humility, we end this challenging task with proud achievements. We apologize, and we take our leave," he concluded.
