Merit-Based Governance: Ministry of Religious Affairs Selects Senior Executives via Rigorous Public Talent Pool at UIN Jakarta
Faculty of Science and Technology, UIN Online News – UIN Syarif Hidayatullah Jakarta hosted the official "Strategic Paper Examination for the Open Selection of Candidate Primary High Officials (Echelon II) of the Ministry of Religious Affairs RI Year 2026." Engineered to audit applicants' analytical competencies regarding strategic, contemporary national issues, the macro talent-management assessment was convened at the Theater Room of the Faculty of Science and Technology (FST) on Saturday, July 4, 2026.
The high-level selection panel was attended by the Secretary-General of the Ministry of Religious Affairs, Prof. Dr. Phil. H. Kamaruddin Amin; the Head of the Human Resources Bureau, Dr. Muhammad Zain; the Head of the Civil Servant Recruitment and Mobility Division, H. Septian Saputra, CHRMP; alongside the Head of the Bureau for General Administration and Human Resources of UIN Jakarta, Dr. H. Nanang Fatchurochman, and the Dean of FST, Prof. Husni Teja Sukmana, Ph.D. The forum processed 80 elite candidates who successfully cleared the initial nationwide administrative screening.
Delivering the official committee report, H. Septian Saputra announced that the National Civil Service Agency (BKN) had formally approved the open selection for six strategic executive positions across Indonesia:

Regional Director Candidates for the Bangka Belitung Province Office: Competing pool of 21 candidates.

Chief of Academic and Student Administration (AAKK) for UIN Sunan Gunung Jati Bandung: Competing pool of 15 candidates.

Chief of General Administration and Human Resources (AUK) for UIN Walisongo Semarang: Competing pool of 14 candidates.

Chief of Planning, Finance, and General Administration (AUPK) for UIN Sunan Ampel Surabaya: Competing pool of 10 candidates.

Chief of Administration and Financial Services (AUAK) for IAIN Sorong: Competing pool of 8 candidates.

Chief of Administration and Financial Services (AUAK) for IAKN Kupang: Competing pool of 12 candidates.
“The rigorous grading matrix will ultimately isolate the top three ranked candidates for each position based on strict empirical metrics. Subsequently, the ultimate executive appointment will be finalized by the Minister of Religious Affairs acting as the Officer for Civil Service Appointments (PPK),” Saputra clarified.
He detailed that the comprehensive strategic paper writing was executed under a strict one-day lock-in timeline, noting that the national portal initially recorded 126 applicants, which was down-selected to 95 verified dossiers, before locking in the final 80 administratively certified participants.
Furthermore, the Head of the HR Bureau, Dr. Muhammad Zain, explained that specialized administrative skills are paramount in modern governance, noting that the direct systems connectivity with the BKN centralized database guarantees absolute operational transparency.
“Because our testing matrix is digitally linked with the BKN infrastructure, every performance metric and assessment score achieved by the candidates today will automatically upgrade their official professional track record within the national civil service talent pool data architecture,” Dr. Zain explained.
He highly encouraged the senior applicants to continuously optimize their leadership portfolios and engage in rigorous self-evaluation to precisely match their inner potentials with future state demands. He noted that in modern bureaucracy, individuals with highly competitive talent track records will naturally be sought after to drive institutional innovation.
