Identification and Engagement with Local Stakeholders

Identification and Engagement with Local Stakeholders

Syarif Hidayatullah State Islamic University has established formal institutional frameworks for managing external partnerships and engaging with stakeholders through its cooperation and governance policies. These frameworks provide a basis for identifying potential partners, assessing their suitability, establishing cooperation agreements, and monitoring partnership implementation.

1. Formal Policies and Procedures for External Engagement

Rector's Decree No. 716 of 2021 concerning the Guidelines for Governance, Management, and Cooperation Standards establishes the university's framework for developing institutional networks and partnerships. It addresses formal policies and procedures for cooperation, including monitoring, evaluation, partner satisfaction, and partnerships at local, regional, national, and international levels.

2. Identification and Assessment of Potential Partners

Rector's Decree No. 740 of 2021 concerning the University Cooperation Guidelines outlines procedures for initiating cooperation and assessing prospective partners. The assessment considers factors such as the prospective partner's legal status, track record, strategic value, compatibility with the university's objectives, potential academic and non-academic outcomes, and expected benefits for society. The guidelines also assign responsibilities to university leadership, administrative units, and operational units for facilitating and managing cooperation.

3. Implementation and Institutional Coordination

The university has also conducted internal socialisation of its cooperation guidelines and related financial procedures. This demonstrates institutional efforts to communicate standardised cooperation processes to the staff and units responsible for managing partnerships.

The available policy documents demonstrate that Syarif Hidayatullah State Islamic University has formal mechanisms for managing external partnerships and assessing potential partners. These mechanisms provide a basis for engaging with external stakeholders, including partners at the local and regional levels. However, further documentation such as local stakeholder mapping, community consultation records, meeting minutes, or reports of engagement with local organisations would strengthen the evidence that the procedures specifically identify and engage local stakeholders external to the university.
