Fordipas PTKIN Propose Graduate School to Faculty Model

Auditorium SPs, UIN NEWS Online – Graduate School Director’s Forum (Fordipas) of State Islamic Religious College (PTKIN) across Indonesia proposes that the institutional structure of graduate programs throughout PTKIN is changed into a faculty model. Besides institutionally, the leadership and graduate administration system should also have equality as faculty.

This is one of the recommendations that resulted from the Internationalization and Post-Graduate Workshop of PTKIN held at UIN Jakarta Postgraduate Auditorium (SPs), Wednesday (07/18/2018). The Fordipas workshop was attended by approximately 50 post graduate directors from 56 PTKIN throughout Indonesia.

In his statement to    UIN NEWS Online, Chairman of Fordipas Ahmad Rofiq said, changes in the institutional structure and equivalence of leaders such as deans in the faculty should be done. It is to give graduate flexibility in developing the program. With current status quo, it will be difficult for the graduate program to internationalize itself in the future.

"Therefore, Fordipas proposes to the Ministry of Religious Affairs that there needs to be a new policy change on postgraduate management such as faculty models. Regulation either through the Regulation of the Minister of Religious Affairs (PMA) or the Decree of the Minister of Religious Affairs (KMA), "he said.

According to Rofiq, post-graduate governance in almost all PTKIN to date has not been optimal as expected. Also, there are several graduate program still managed by only one or two leaders, with the name or nomenclature for the program is also not uniform. For example there are graduate schools, there are also graduate programs.

"In fact, with the number of students in many graduate, certainly not enough just managed by one or two leaders," explained the Director of Graduate School UIN Semarang.

Ideally, Rofiq said, the graduate management should be like a faculty model, for example there are Deans, Vice Deans, Section heads, and some Sub-division heads. Besides, he continued, the dean's determination of the decision source is on behalf of the minister, while the director of the school or graduate program uses the rector's decision.

"Because of the different sources of decision, it resulted in different source of budget," he explained.

Separately, Director of SPs UIN Jakarta Masykuri Abdillah also stated the same thing. Currently the Graduate School he leads is still experiencing weakness, both structurally institutional and curriculum.

For example, institutionally, on the one hand graduate management at PTKIN must follow existing rules and policies, but on the other hand monodisciplinary scholarship must be on the faculty. In fact, in various countries, the graduate school was becoming   leading sector. That is, although separately the opening of the monodisciplinary graduate program is on the faculty, but there is cooperation and communication with the graduate school.

"But the fact is there is no such thing, everything is conducted on its own, "he complained.

Therefore, Masykuri then proposed that in the future the postgraduate should be centralized, both administratively and the curriculum-academic content. Unless the college is a State-Owned Legal Entity (PTNBH), it may be granted an opportunity to hold graduate studies in the faculty.

Another uneasiness that until now is still experienced by postgraduate in PTKIn is the status of home base   lecturer. According to Masykuri,   home base   lecturers should stay on faculty (undergraduate program) but be given the opportunity to also teach in the graduate. However, what happens now just seems like there is separation of lecturer homebase, which is in the graduate and there are also in the faculty.

Workshop   PTKIN Fordipas Indonesia was held for two days on 17-18 July 2018. After the event, the participants visited the Ministry of Religious Affairs office in Lapangan Banteng, Central Jakarta, to meet the Minister of Religious Affairs and to propose the recommendation of the workshop result. (usa-rs)
