Ensuring Student Access to Sexual and Reproductive Healthcare, Education, and Preventive Services

Syarif Hidayatullah State Islamic University Jakarta is committed to protecting student health and well-being by providing access to sexual and reproductive healthcare, preventive health education, medical screening, and professional healthcare services. Through its University Clinic, Syarif Hidayatullah Hospital, student healthcare arrangements, and campus-based health promotion programmes, the University has implemented institutional mechanisms that enable students to obtain reliable medical information, preventive examinations, and specialist healthcare when necessary.

During 2024–2025, Syarif Hidayatullah State Islamic University Jakarta strengthened students' access to reproductive healthcare through formal healthcare provisions, medical referral pathways, specialist services, and free reproductive-health screening and education activities. These initiatives contribute to Sustainable Development Goal 3 by improving access to essential healthcare, promoting early detection of reproductive-health conditions, and supporting informed decisions about personal health and well-being.

1. Establishing Institutional Access to Sexual and Reproductive Healthcare for Students

Syarif Hidayatullah State Islamic University Jakarta has established a formal student healthcare framework connecting students with healthcare services at the University Clinic and Syarif Hidayatullah Hospital. On 21 February 2025, the University announced a policy to strengthen healthcare access during students' period of study.

The policy, published through Announcement Number B-1136/R/HM.01.1/02/2025, provides students with access to healthcare facilities and services through the University Clinic and Hospital, subject to the applicable BPJS Kesehatan registration and referral procedures. The services described in the University's announcement include free health screening, free health education, general medical and dental examinations, laboratory examinations, emergency healthcare under applicable coverage conditions, and specialist referral services. Importantly, the University's healthcare framework explicitly includes medical specialties directly relevant to sexual and reproductive health.

These include:

  • Obstetrics and Gynaecology, supporting the assessment and management of women's reproductive-health conditions;

  • Dermatology and Venereology, providing specialist expertise relevant to sexual and reproductive-health concerns;

  • Urology, addressing conditions affecting the urinary and male reproductive systems; and

  • Clinical Psychology, providing specialist psychological support when required.

These healthcare provisions demonstrate that reproductive-health needs are recognised within the University's formal student healthcare arrangements. Rather than depending exclusively on occasional awareness campaigns, students have an established pathway to professional healthcare during their studies.

2. Facilitating Access to Professional Healthcare and Specialist Referrals

Access to reproductive healthcare requires more than the physical availability of medical facilities. Students must also understand how to obtain services, register for healthcare coverage, and access specialised medical professionals when necessary. To address these needs, the University integrated its student healthcare arrangements with Indonesia's national health-insurance system, BPJS Kesehatan. Under the University's 2025 policy, students were instructed to transfer their registered primary healthcare facility through the University's AIS/Semesta information system.

This process enables eligible students to access designated healthcare services at the University Clinic and receive referrals to Syarif Hidayatullah Hospital when specialist treatment is medically indicated. The University also provides information about healthcare registration and access procedures through official announcements and student-facing communication channels. By creating a defined pathway from initial medical examinations to professional specialist care, Syarif Hidayatullah State Islamic University Jakarta helps students navigate healthcare services more efficiently. This approach is particularly relevant to sexual and reproductive healthcare, where early consultation, appropriate diagnosis, professional advice, and timely specialist referral are important for student well-being.

3. Providing Free Reproductive-Health Education and Cervical Cancer Screening

In addition to routine healthcare access, the University has implemented preventive reproductive-health programmes within the campus environment. On 6 August 2025, Syarif Hidayatullah State Islamic University Jakarta scheduled a free health education and medical examination programme as part of KREXPO 2025 — the Student Creativity, Sports, and Innovation Festival.

The programme was hosted at the Diorama Hall of the Harun Nasution Auditorium and was promoted to the University academic community. A central component of the programme was cancer-prevention education and free Pap smear examination. Pap smear screening is an important preventive healthcare procedure used to detect abnormal cervical cells that may indicate precancerous changes or cervical cancer. By making this screening available through a campus-based programme, the University reduced the financial and logistical barriers associated with obtaining preventive reproductive-health examinations.

The programme included a specific registration mechanism for Pap smear examinations, demonstrating that reproductive-health screening was an explicitly planned component of the activity. Alongside Pap smear services, the programme also advertised blood-pressure, blood-glucose, cholesterol, and eye examinations. The combination of reproductive-health screening and general preventive healthcare reflects an integrated approach to student health promotion. This initiative provides direct evidence that Syarif Hidayatullah State Islamic University Jakarta has organised free reproductive-health education and screening services within the University environment.

4. Promoting Student Awareness of Healthcare Access and Available Services

The University also actively communicates information about healthcare services to its student population. On 17 December 2024, Student Affairs collaborated with the University Clinic and Hospital to organise a healthcare-access awareness activity at the Student Center. The programme, reported on 23 December 2024, included BPJS Kesehatan information, free medical examinations, guidance on healthcare-facility transfer procedures, and an interactive question-and-answer session.

The activity involved University administrators, hospital representatives, healthcare personnel, and student-organisation representatives. This programme strengthened students' understanding of the medical services available to them and the administrative steps required to access healthcare. Access to accurate healthcare information is particularly important for students who are unfamiliar with health-insurance procedures or professional medical referral systems. By explaining these processes directly to students, the University helped reduce informational barriers that could otherwise prevent them from seeking appropriate medical attention. The awareness programme also provided an early foundation for the more comprehensive student healthcare arrangements formally communicated in February 2025.

5. Integrating Reproductive-Health Screening, Information, and Clinical Care

The University's approach to sexual and reproductive healthcare combines several complementary mechanisms. Healthcare information and education are provided through official student communications, health-promotion activities, and preventive-health programmes. Screening and early detection are supported through campus-based activities such as the free Pap smear examination programme at KREXPO 2025.

Professional healthcare access is provided through the University Clinic and Syarif Hidayatullah Hospital, including relevant specialist services and referral procedures. Institutional support is strengthened through coordination among Student Affairs, medical professionals, University healthcare facilities, and the national health-insurance system. These measures help ensure that reproductive-health concerns can be addressed through professional healthcare pathways instead of relying solely on informal information or self-assessment. They also demonstrate that reproductive-health services are incorporated into the University's broader institutional responsibility for student health and well-being.

6. Reducing Barriers to Sexual and Reproductive Healthcare

University students may experience barriers to reproductive healthcare because of limited financial resources, unfamiliarity with available services, lack of information, or difficulty navigating medical referral procedures. Syarif Hidayatullah State Islamic University Jakarta addresses these barriers through a combination of free preventive services and an established institutional healthcare system.

The University's February 2025 healthcare provisions include access to health education, screening, general healthcare, and relevant specialist referrals under applicable BPJS Kesehatan conditions. Its August 2025 programme further demonstrated preventive reproductive-health support through a specifically advertised free Pap smear examination and cancer-education activity. Together, these initiatives contribute to improved access to reproductive-health information and encourage appropriate use of professional medical services. The University thereby strengthens the conditions in which students can seek healthcare assistance, receive preventive examinations, and obtain specialist evaluation when medically necessary.

7. Institutional Contribution to SDG 3: Good Health and Well-Being

The initiatives implemented by Syarif Hidayatullah State Islamic University Jakarta during 2024–2025 demonstrate that access to sexual and reproductive healthcare is supported through both institutional healthcare arrangements and targeted preventive-health programmes. The formal student healthcare policy establishes pathways to clinical examinations, professional medical services, and specialists including Obstetrics and Gynaecology, Dermatology and Venereology, and Urology.

The KREXPO 2025 programme complements these services through free cancer-prevention education and Pap smear screening. The University's healthcare-access socialisation activities also help students understand how to access medical services during their period of study. Through these documented measures, Syarif Hidayatullah State Islamic University Jakarta has implemented student access to sexual and reproductive healthcare services, including health information, preventive education, screening opportunities, and professional medical referral pathways. These activities demonstrate the University's commitment to supporting student reproductive health, reducing barriers to essential healthcare, and advancing Sustainable Development Goal 3: Good Health and Well-Being.
