Ensuring Inclusive and Equitable Access to Lifelong Learning through Institutional Policies and Educational Governance

Ensuring Inclusive and Equitable Access to Lifelong Learning through Institutional Policies and Educational Governance

Syarif Hidayatullah State Islamic University Jakarta is committed to expanding educational opportunities through institutional policies that promote fairness, accessibility, equal treatment, and inclusive participation in learning. The University recognises that quality education should not be limited by an individual's educational background, social circumstances, economic resources, or previous learning pathway. Its institutional framework therefore incorporates principles of equitable educational access, recognition of diverse learning experiences, transparency, and public participation in educational opportunities.

Through the University Statute, the 2024 Basic Curriculum Framework, academic access regulations, and institutional commitments to diversity and inclusion, the University has established a policy foundation supporting education beyond conventional degree pathways. During 2024–2025, Syarif Hidayatullah State Islamic University Jakarta maintained and strengthened formal institutional provisions that promote fair and inclusive educational access, providing a policy foundation for its wider lifelong-learning and public educational-engagement activities. These commitments contribute to Sustainable Development Goal 4: Quality Education by promoting equal learning opportunities, removing unnecessary barriers, and recognising the diverse backgrounds and experiences of learners.

1. Establishing Inclusive Educational Governance through the University Statute

The University's commitment to educational access is grounded in Minister of Religious Affairs Regulation Number 17 of 2014 concerning the Statute of Syarif Hidayatullah State Islamic University Jakarta. The Statute provides the principal regulatory framework for the University's governance, educational responsibilities, academic administration, and engagement with society.

Under Article 13, student admission is required to operate through an objective, transparent, and accountable system that considers equitable access to education. This establishes fairness and transparency as institutional principles rather than treating educational access solely as an administrative matter. The Statute also recognises participation by international learners. Article 15 provides for the admission of foreign nationals who meet the applicable requirements and procedures, while Article 72 further recognises the eligibility of foreign nationals to become University students.

These provisions demonstrate that the University's formal educational framework is not restricted exclusively to Indonesian citizens. In addition, the University's statutory educational responsibilities include disseminating knowledge and contributing to improvements in community well-being. The University Statute therefore establishes an institutional foundation for equitable educational governance, transparent admission procedures, community engagement, and educational opportunities involving both domestic and international learners.

2. Strengthening Fair and Inclusive Learning Access through the 2024 Basic Curriculum Framework

The University's commitment to inclusive access was further strengthened through Rector's Decree Number 1469 of 2024 concerning the Basic Curriculum Framework of Syarif Hidayatullah State Islamic University Jakarta. The regulation provides formal guidance for planning, implementing, evaluating, and developing the University's academic programmes. Of particular importance is Article 27, which establishes principles for the Recognition of Prior Learning, known in Indonesia as Rekognisi Pembelajaran Lampau (RPL).

The regulation identifies four essential principles:

Accessibility, ensuring that learning access is fair and inclusive.

Equality, supporting equivalent assessment and recognition of learning achievements.

Transparency, ensuring that information about learning-recognition opportunities is publicly accessible.

Quality assurance, ensuring that recognition and assessment processes follow reliable educational standards.

The regulation also explicitly recognises learning acquired through formal education, non-formal education, informal education, and professional work experience. This approach provides pathways through which individuals with different educational and professional backgrounds may seek formal recognition of existing knowledge and competencies. Importantly, Article 27 requires assessment and validation procedures to be relevant, reliable, fair, and transparent. It also establishes that policies, procedures, and quality-assurance processes concerning Recognition of Prior Learning should be made explicit and publicly accessible. Through Rector's Decree Number 1469 of 2024, Syarif Hidayatullah State Islamic University Jakarta formally incorporated equitable access, inclusive learning opportunities, and equal recognition of diverse learning experiences into its institutional academic framework.

3. Promoting Equal Educational Opportunity Regardless of Social and Religious Background

The University's commitment to inclusion is further reflected in its formal admissions arrangements and educational principles. In January 2024, Syarif Hidayatullah State Islamic University Jakarta published information on its SPAN-PTKIN national admission pathway.

The official admission information states that participating higher education institutions provide admission opportunities without differentiation based on gender, religion, race, ethnicity, social position, or economic circumstances, subject to the applicable academic eligibility requirements. Although this provision applies specifically to a formal admission pathway rather than every lifelong-learning activity, it demonstrates how principles of equal opportunity are operationalised in an important aspect of the University's educational system.

Alongside these provisions, the University's institutional commitments emphasise educational access, community engagement, and respect for diversity. These principles are consistent with an inclusive educational environment that welcomes participation across different social and cultural backgrounds. The University's documented admission framework provides evidence of formally communicated equal-opportunity principles, particularly concerning ethnicity, religion, gender, and socioeconomic background.

4. Supporting Accessible Learning for People with Disabilities

Syarif Hidayatullah State Islamic University Jakarta recognises the importance of accessibility in ensuring that individuals with disabilities can participate meaningfully in education. The University has developed institutional support through its disability-service structures, including the Center for Students with Special Needs (CSSN) and disability-related academic assistance.

These mechanisms are intended to improve accessibility and support participation by learners requiring accommodations. The University's 2025 Institutional Performance Report documents the strengthening of disability support and accessibility services, including assistance, learning accommodations, and improved institutional understanding of equality and non-discrimination.

Accessibility also forms an explicit component of the University's 2024 Basic Curriculum Framework. By establishing fair and inclusive learning access as a formal principle, the University provides a regulatory basis for considering the needs of learners with different circumstances.

Through these initiatives, Syarif Hidayatullah State Islamic University Jakarta demonstrates that educational accessibility is addressed through institutional policy and supporting services. These arrangements contribute to reducing barriers that may affect learners with disabilities and reinforce the University's commitment to a more inclusive academic environment.

5. Recognising the Educational Participation of International Learners

The University also recognises the importance of enabling educational participation by individuals from outside Indonesia. The University Statute explicitly establishes procedures through which foreign nationals may become students, subject to applicable admission requirements.

This provision recognises international educational participation within the University's formal regulatory structure. The University's international educational activities and academic collaborations further support engagement with participants from different national backgrounds.

While the University's statutory provisions address nationality rather than expressly guaranteeing access to every public learning event irrespective of immigration status, they demonstrate that the University's institutional educational framework is not exclusively limited to Indonesian citizens. This recognition supports the broader principle of international participation and educational engagement.

6. Connecting Institutional Policies with Public Lifelong-Learning Opportunities

The University's policy commitments are complemented by practical initiatives that extend educational resources beyond enrolled students. During 2024–2025, the University documented public access to selected campus learning facilities, online academic resources, free educational events, and professional training opportunities.

The Faculty of Psychology's 2025 public-access programme provides an example of University facilities made available to external visitors without participation charges. University-organised educational events in 2024–2025 also explicitly welcomed members of the general public. These activities demonstrate the University's wider commitment to making educational opportunities available beyond formal student enrolment.

The University's institutional principles of accessibility, equality, transparency, and community service provide a governance foundation for such public educational engagement. Nevertheless, participation in particular programmes may remain subject to legitimate registration, capacity, accessibility, or professional eligibility requirements. By linking formal educational principles with publicly accessible learning initiatives, the University advances a broader understanding of lifelong learning as a shared educational responsibility.

7. Institutional Contribution to SDG 4: Quality Education

Syarif Hidayatullah State Islamic University Jakarta has established institutional policies that promote fairness, transparency, accessibility, and inclusion in education. The University's Statute provides a formal basis for equitable educational governance and recognises educational participation by international learners.

Rector's Decree Number 1469 of 2024 further strengthens the University's policy foundation through explicit provisions on fair and inclusive learning access, equality of recognition, transparency, and the recognition of diverse educational experiences. The University's 2024 admissions information demonstrates formally communicated equal-opportunity principles concerning gender, religion, race, ethnicity, and socioeconomic background.

Its disability-support arrangements and 2025 institutional reporting provide additional evidence of efforts to improve accessibility and educational participation. Through these documented measures, Syarif Hidayatullah State Islamic University Jakarta has established a policy framework supporting equitable and inclusive educational access, reinforced by public learning initiatives and institutional accessibility mechanisms. These policies and initiatives advance Sustainable Development Goal 4 by supporting educational fairness, widening opportunities for participation, and strengthening the institutional foundations of lifelong learning.
