Creating a Healthy and Smoke-Free Campus through Institutional Policy, Education, and Enforcement

Syarif Hidayatullah State Islamic University Jakarta demonstrates its commitment to protecting the health and well-being of students, academic staff, administrative personnel, and visitors through the implementation of a smoke-free campus policy.

The University recognises that tobacco consumption and exposure to second-hand smoke pose significant risks to public health. To address these risks, the University has incorporated smoking restrictions into its institutional student regulations, promoted smoke-free behaviour through its Green Campus initiatives, and strengthened faculty-level compliance and disciplinary mechanisms. During 2024–2025, Syarif Hidayatullah State Islamic University Jakarta actively implemented its smoke-free campus commitment through institutional regulations, public awareness campaigns, faculty-level disciplinary measures, and the renewal of its Student Code of Ethics. These measures contribute to Sustainable Development Goal 3: Good Health and Well-Being by promoting healthier campus environments and reducing exposure to tobacco smoke.

1. Establishing a Smoke-Free Campus Policy through Institutional Regulations

Syarif Hidayatullah State Islamic University Jakarta has established institutional rules restricting smoking within the University environment. The University's smoke-free commitment was incorporated into the Student Code of Ethics established under Rector's Decree Number 734 of 2021, which provided the regulatory framework applicable during 2024 and part of 2025.

The regulation prohibited students from smoking within the University campus environment. The University publicly clarified that the restriction applied throughout campus premises rather than being limited to individual classrooms or selected buildings. This institutional position reflects the University's intention to protect members of the academic community from both direct tobacco consumption and involuntary exposure to second-hand smoke. The University's smoke-free policy is also consistent with regional regulations concerning smoke-free areas in educational institutions, including universities. By incorporating the restriction into formal student conduct requirements, Syarif Hidayatullah State Islamic University Jakarta established a clear institutional basis for discouraging smoking and maintaining a healthier academic environment.

2. Implementing Smoke-Free Campus Awareness through Green Campus Initiatives in 2024

The University continued actively promoting smoke-free behaviour during 2024 through its Green Campus programme. On 12 September 2024, the Green Campus Team issued an official public advisory encouraging students and all members of the academic community to adopt environmentally responsible behaviour.

The advisory explicitly included the instruction not to smoke within the University environment. The initiative was communicated by the Chair of the Green Campus Team, Prof. Dr. Hendrawati, as part of a broader effort to create a safer, healthier, and more comfortable campus. The University emphasised that smoking creates health risks not only for smokers themselves but also for other people exposed to tobacco smoke. The smoke-free message was integrated with additional environmental practices, including reducing single-use plastics, conserving energy, maintaining campus cleanliness, and encouraging environmentally responsible daily behaviour. This approach reflects the University's recognition that a healthy campus is closely connected to environmental sustainability.

The September 2024 Green Campus initiative provides documented evidence that the University actively communicated and promoted smoke-free behaviour across its academic community during the reporting period.

3. Strengthening Faculty-Level Implementation and Compliance

Smoke-free policy implementation also involves faculty-level management and student disciplinary procedures. On 3 September 2024, the Faculty of Sharia and Law conducted a leadership meeting addressing academic administration, student discipline, and enforcement of the Student Code of Ethics. During the meeting, faculty leaders discussed strengthening the implementation of student conduct regulations, including the prohibition of smoking.

The Faculty also announced plans to establish a Student Ethics Court to support the application of institutional disciplinary rules. Faculty leadership emphasised that students were expected to comply with the University's regulations and that violations could result in formal warnings. These measures demonstrate that the University's smoke-free commitment was not limited to promotional messages. Smoking restrictions were also addressed within faculty governance and student discipline, providing a mechanism through which the University could reinforce compliance with its campus regulations.

4. Reinforcing the Smoke-Free Policy through the 2025 Student Code of Ethics

On 3 September 2025, Syarif Hidayatullah State Islamic University Jakarta formally issued Rector's Decree Number 752 of 2025 concerning the Student Code of Ethics. This regulation replaced the earlier Student Code of Ethics and reaffirmed the University's commitment to maintaining an environment free from tobacco and vaping. The 2025 Code of Ethics explicitly identifies the creation of a campus free from cigarette smoke and vaping as part of students' institutional responsibilities.

Under Article 17, smoking or vaping within University premises is classified as a minor disciplinary violation. The regulation establishes specific consequences for minor violations, including verbal warnings, written warnings, and written declarations committing not to repeat the violation. It also provides procedures for handling violations through University and faculty authorities. By explicitly identifying both conventional cigarettes and vaping products, the updated regulation strengthened the clarity of the University's student conduct requirements. The 2025 Student Code of Ethics demonstrates that the University's smoke-free commitment is supported by a formal Rector's Decree, clearly defined prohibited behaviour, and established disciplinary procedures.

5. Protecting the University Community from Tobacco Smoke

The University's smoke-free policy is intended to benefit students, lecturers, administrative personnel, and visitors who use campus facilities. Smoking restrictions are particularly relevant in educational environments where large numbers of individuals share classrooms, corridors, libraries, offices, recreational areas, and other public spaces.

Exposure to second-hand smoke can increase health risks for people who do not smoke, particularly individuals with respiratory or cardiovascular conditions. By prohibiting smoking within the University environment, Syarif Hidayatullah State Islamic University Jakarta seeks to reduce these risks and support a more comfortable environment for academic and social activities. The University also recognises that campus policy plays an educational role. By communicating smoke-free expectations through student regulations and awareness activities, the University encourages students to develop healthier habits and demonstrate responsibility toward the well-being of others.

6. Integrating Smoke-Free Regulations with Sustainable Campus Management

The smoke-free campus initiative forms part of the University's wider approach to environmental sustainability and public health. Through its Green Campus programme, Syarif Hidayatullah State Islamic University Jakarta promotes environmentally responsible behaviour and the development of a healthy campus environment.

The September 2024 Green Campus advisory explicitly connected the avoidance of smoking with other practices intended to improve environmental quality and daily campus life. The integration of smoking restrictions into Green Campus communication and student conduct regulations demonstrates a coordinated institutional approach involving both environmental awareness and student governance. This approach supports the principle that a sustainable university should provide an environment that protects the physical health, comfort, and well-being of its community.

7. Institutional Contribution to SDG 3: Good Health and Well-Being

The University's documented initiatives during 2024–2025 demonstrate an institutional commitment to implementing a smoke-free campus policy. The University maintained smoking restrictions through the Student Code of Ethics, actively communicated smoke-free expectations through the Green Campus Team in September 2024, and addressed compliance through faculty-level disciplinary processes.

In September 2025, the University further strengthened its regulatory framework by introducing an updated Student Code of Ethics that explicitly prohibited smoking and vaping within University premises and established disciplinary consequences for violations. Together, these initiatives demonstrate that the University's smoke-free commitment is supported by formal regulation, public communication, and institutional compliance mechanisms. Syarif Hidayatullah State Islamic University Jakarta has therefore implemented a smoke-free campus policy and actively promoted its application during 2024–2025 through regulatory enforcement mechanisms, student conduct requirements, and campus-wide health and environmental awareness initiatives. Through these measures, the University contributes to Sustainable Development Goal 3 by promoting healthier behaviour, reducing the risks associated with tobacco smoke, and supporting a safer and more sustainable environment for learning, teaching, and community activities.
