Accelerating the Transition to a Legal Entity State University, UIN Jakarta Partners with UNJ

Jakarta, UIN Online News — UIN Syarif Hidayatullah Jakarta has taken another significant step toward becoming a Legal Entity State University (PTN-BH) by establishing a strategic partnership with the Jakarta State University (UNJ). The cooperation agreement was signed at the VIP Room of the UNJ Campus in Rawamangun, East Jakarta, on Thursday (30/4/2026). The collaboration is expected to strengthen UIN Jakarta's institutional readiness in managing the greater autonomy and flexibility associated with PTN-BH status.

The transition to PTN-BH represents a fundamental transformation in university governance. Under this status, universities are granted broader autonomy in managing academic affairs, financial administration, and human resources. However, the transition also presents considerable challenges. Adaptive governance, well-aligned internal regulations, and capable human resources are essential to ensure that institutional autonomy enhances educational quality and accessibility while maintaining accountability.

To support this transformation, UIN Jakarta and UNJ signed a Cooperation Agreement (PKS) on institutional assistance for the PTN-BH transition process. The agreement was represented by UIN Jakarta Vice Rector for Cooperation and Institutional Affairs, Din Wahid, M.A., Ph.D., and UNJ Vice Rector for Cooperation and Business, Dr. Andy Hadiyanto, M.A.

Speaking after the signing ceremony, Din Wahid explained that the collaboration focuses on providing comprehensive assistance throughout UIN Jakarta's transition process. The partnership covers the refinement of institutional documents that have already been submitted while awaiting evaluation by an independent assessment team appointed by the Ministry of Religious Affairs.

He noted that one of the primary areas of attention is the alignment of the university's internal regulations with the new governance framework. This includes revisions to rector regulations, governing board regulations, senate regulations, and other institutional policies to ensure compliance with PTN-BH governance standards.

In addition, UIN Jakarta aims to learn from UNJ's experience in navigating the transition from a Public Service Agency (BLU) to PTN-BH. Areas of learning include organizational governance, taxation policies, administrative management, and other institutional adjustments required during the transition.

Din Wahid emphasized that the success of the institutional transformation depends largely on internal preparedness, particularly effective planning and the availability of competent personnel.

"Selecting human resources who understand the process and are fully prepared to support the transition is a key factor in ensuring the successful implementation of this institutional transformation," he said.

Meanwhile, UNJ Vice Rector for Cooperation and Business, Dr. Andy Hadiyanto, expressed his appreciation for UIN Jakarta's commitment to achieving greater institutional independence. He affirmed UNJ's readiness to accompany UIN Jakarta throughout its PTN-BH transition until the university successfully attains the new status.

"Following the signing of this agreement, the next phase will focus on implementing the mentoring program, beginning with identifying the necessary processes and other strategic aspects of the transition," he explained.

Andy further expressed hope that the partnership would continue to grow beyond the PTN-BH initiative, expanding into broader academic collaboration and the implementation of the Tri Dharma of Higher Education, encompassing education, research, and community engagement.
